MEMORANDUM OPINION

DIAZ, Circuit Judge:

This court twice has found Virginia’s Third Congressional District to be an unconstitutional racial gerrymander, in violation of the Equal Protection Clause of the Fourteenth Amendment of the United States Constitution.
