There are two matters before this Court. One is a motion for summary judgment by Betty Owen Schools, Inc. (the “Debtor”) seeking a declaration that the United States Department of Education (the “Department”) violated Section 525(a) of Title 11 of the United States Code (the “Bankruptcy Code”) by revoking the Debtor’s right to participate in financial aid programs under Title IV of the Higher Education Act, 20 U.S.C. § 1001 et seq.
