I. INTRODUCTION

The plaintiff, Richard Parker (“Parker”), filed the instant “Motion for Plaintiffs Attorney’s Fees and Costs” (Docket # 139) pursuant to 42 U.S.C. § 1988 as the prevailing party following a jury trial. In the underlying lawsuit, Parker alleged that his constitutional and state law rights were violated on February 20,1998 when he was shot a number of times by police following a car chase which resulted in his arrest.
