In this bitterly-fought civil rights case, the district court awarded substantial attorneys’ fees and ancillary expenses to a consortium of plaintiffs — the Gay Officers Action League (GOAL), Carroll Hunter, Thomas Jeans, and Dr. Rosalina Ramos Padró (collectively, the plaintiffs) 1 — against the Commonwealth of Puerto Rico. The Commonwealth appeals.
