— This case comes before us for review upon *805the application of Tilford G. Baker (petitioner) for a writ of habeas corpus. The petitioner argues that while incarcerated his constitutional rights have been violated by the manner in which the Board of Prison Terms and Paroles has fixed his duration of confinement under RCW 9.95.
