In this original action, Petitioners, the organizers of the proposed First Hefner State Bank of Oklahoma City, seek writs of prohibition and mandamus against the Respondent Banking Board. The writ of mandamus is sought to compel the Banking *259Board to hear evidence of changed conditions and to permit First Hefner to amend the proposed location of their bank.
