BISSETT, Justice.
This is a suit for a declaratory judgment to determine whether the Cities of Austin and San Antonio are liable for ad valorem taxes on their undivided interests in the South Texas Project, a nuclear-fueled electric generating plant being constructed in Matagorda County, Texas, and owned by the City of Austin, the City of San Antonio, Houston Lighting and Power Company and Central Power and Light Company.
