In earlier proceedings in this case the Court of Claims held that plaintiff was entitled to recover damages for the Government’s mismanagement of his military pay account, which had been entrusted to the Air Force under the Missing Persons Act, 37 U.S.C. §§ 551-558 (1976), while he was being held prisoner in North Vietnam. Cherry v. United States, 225 Ct.Cl. 312, 640 F.2d 1184 (1980). In accordance with the trial court’s determination as to damages, as modified on appeal, Cherry v.
