MEMORANDUM OPINION AND ORDER
THOMAS F. HOGAN, District Judge.
The plaintiffs, led by the National Federation of Federal Employees (“NFFE”), have applied to this Court for a preliminary injunction, which would forbid the defendants from implementing a drug abuse testing program. The proposed program would require mandatory, random, and periodic urinalyses of federal civilian employees who work for the Department of the Army in “critical” job categories.
