On March 16, 1989, plaintiff, Groveport Madison Local Education Association, filed a complaint against defendants, Groveport Madison Local Board of Education and David Cool, in the Franklin County Court of Common Pleas. Plaintiffs complaint requested that defendants be ordered to compensate bargaining unit members, represented by plaintiff, who allegedly performed a portion of their regularly assigned teaching duties during a two-day period (January 18 and 19, 1989) in which the members participated in a strike. Plaintiffs complaint alleged a violation of R.C. 4113.15.
