Jacalyn Kofer sued the Village of Pel-ham under Title VII of the Civil Rights Act of 1964, 42 U.S.C. § 2000e et seq. (1982), and the New York State Human Rights Law, N.Y.Exec. Law § 296 et seq. (McKinney 1989), alleging sex discrimination in employment. The village claims that Kofer was not qualified for the position she sought, and cannot, therefore, establish a prima facie case of discrimination. Ramseur v.
