Salisbury Nursing & Rehabilitation Center, Inc. v. Division of Administrative Law Appeals

In this case, we consider the validity of the regulations that governed Medicaid rate calculations for nursing homes *366in 1998 and 1999, and the application of those rates to the plaintiff, Salisbury Nursing Home & Rehabilitation Center, Inc. (Salisbury). We affirm both the regulations and their application to Salisbury.
