Jane Vollmert had been an employee of the Wisconsin Department of Transportation (the “Department”) for twenty-one years when her division acquired a new computer system. In her position, she processed applications for special license plates for disabled persons and organizations serving the disabled. She herself suffers from disabilities including dyslexia and learning disabilities, and had difficulty learning the new computer system.
