To His Excellency Sherman W. Tribbitt Governor of Delaware

Reference is made to your letter dated July 9, 1974, in which you request, under 10 Del.C. § 141, 1 the opinions of the Justices upon the following question :

“Is House Bill No. 692, which requires that editorials in newspapers published within the State of Delaware be signed by the writers thereof, unconstitutional as an infringement on the freedom of the press guaranteed by Article 1, Section S of the Delaware Constitution [Del.C.Ann.] and the First and ' Fourteenth Amendment to the Constitution of the United States ?”
