MEMORANDUM AND ORDER

BUCHWALD, District Judge.

Plaintiff, Rashaad Marria (“plaintiff’ or “Marria”), has been an inmate in the custody of the New York State Department of Correctional Services (“DOCS”) since June 1995. For the duration of his incarceration, plaintiff has been a member of the Nation of Gods and Earths (“Nation”), also referred to as the Five Percenters, the Five Percent, and the Five Percent Nation.
