This post-award bid protest concerns a contract to perform mail management, warehousing, and related support services for the Department of Justice (“the Department” or “DOJ”). The contract was awarded to Stanley Associates, Inc. (“Stanley”) on April 1, 2010, with BrightKey, Inc. (“BrightKey”) as a subcontractor. The protestor, Pitney Bowes Government Solutions, Inc.
