This post-award bid protest is before the court on plaintiffs motion for judgment upon the administrative record and the government’s and intervening-defendants’ cross-motions for judgment. Plaintiff, Vanguard Recovery Assistance, Joint Venture (“Vanguard”), alleges that the Federal Emergency Management Agency (“FEMA” or the “agency”) improperly evaluated proposals in a multi-award procurement of architect-engineering services to support disaster relief.
