By virtue of Public-Local Laws of 1921, ch. 131, and the amendments thereto, the defendant ordered an election, in which was submitted to the qualified voters of Guilford County (excepting the city of Greensboro and the township of High Point) the question of levying and collecting an annual special tax for the purpose of maintaining the schools and erecting school buildings in the prescribed territory.
