Appeal from a judgment of the Supreme Court (Lalor, J.), entered August 27, 2008 in Greene County, which converted an application brought pursuant to CPLR article 78 into an action for declaratory judgment and declared, among other things, that there was reasonable cause to believe that plaintiff was in violation of watershed regulations with respect to real property it owned in the Town of Windham.
