The plaintiffs-appellants are three companies engaged in the consumer-loan business. Although they are not insurance companies, they sell credit life insurance, as agents of such companies, in conjunction with loans they make; and they brought this suit in the federal district court in Chicago for a declaratory judgment and injunction to prevent the Federal Trade Commission from investigating their insurance activities.
