Water District No. 1 of Johnson County, Kansas, (referred to by the parties as WaterOne) filed an eminent domain petition in the district court seeking to condemn 10 tracts of land “[s]ubject to existing easements of record.” Prairie Center Development, L.L.C., owned each of the tracts in fee simple.
