Plaintiff, a resident of the City of McMinnville, sought a writ of review to challenge the refusal of the McMinnville City Council of a proposal to make changes in the city’s comprehensive plan and zoning ordinance governing certain real property. On motion of an intervening owner of property affected by the proposal, the circuit court dismissed the writ.
