OPINION

RESTANI, Judge:

Pursuant to a court ordered remand, the Department of Commerce, International Trade Administration (“ITA” or “Commerce”) recalculated the final dumping margins for sales of gray portland cement by Cemex, S.A. (“Cemex”) and the “all others” category of Mexican importers of such cement. Ad Hoc Committee of AZ-NM-TX-FL Producers of Gray Portland Cement v.
