Ciba-Geigy Corporation (“Ciba”) appeals from a summary judgment of the United States Court of International Trade upholding a United States Customs Service (“Customs”) classification of its imported color formers as “synthetic organic coloring matter” under Heading 3204 of the Harmonized Tariff Schedule of the United States (“HTSUS”). See Ciba-Geigy Corp. v. United States, 44 F.Supp.2d 207 (C.I.T.1998).
