Shirley May Dodson (“Landowner”) appeals from the order dismissing her petition for declaratory and injunctive relief against the City of Wentzville (“City”), which asserted that City’s annexation of a tract of land adjacent to her property was invalid. She contends that the trial court erred in dismissing her petition because she stated a valid claim for a declaratory judgment and injunctive relief.
