Introduction

A group of private trash and waste collectors (“Haulers”) operating businesses in St. Louis County appeal the judgment of the Circuit Court of St. Louis County, the Honorable Steven H. Goldman, presiding, dismissing them claim against St. Louis County (“the County”) for a writ of mandamus and declaratory judgment. Haulers claimed the County improperly commenced waste collection throughout St. Louis County without providing notice to Haulers, in violation of section 260.247, RSMo.
