In this case, petitioner, Exportal Ltda. (“Exportal”), a Chilean fruit producer, challenges a decision of the Secretary of Agriculture (“Secretary”) declining to waive a bond requirement in connection with a reparation proceeding sought to be initiated by petitioner.
