Petitioner, the Association of Civilian Technicians, Montana Air Chapter No. 29 (“Union”) negotiated and executed a collective bargaining agreement (“Agreement”) with the Montana National Guard (“Activity”) permitting technicians to wear standard civilian attire in place of a uniform.
