This is an appeal authorized by General Statutes § 7-2501 from a supplemental sewer assessment *114levied against property on Hopmeadow Street in Sims-bury owned by the plaintiff Tower Business Park Associates Number One Limited Partnership. The assessment was imposed by the defendant Water Pollution Control Authority of Simsbury after the plaintiff had converted a factory building on the property at the time it was purchased in 1984 into a two story office building. As its authority for the supplemental assessment, the defendant relied upon General Statutes § 7-249,* 2 which provides that…
