The National Labor Relations Board (the “Board”) seeks to enforce its cease and desist order against MDI Commercial Services, Inc. (“MDI”), for violations of §§ 8(a)(1) and (3) of the National Labor Relations Act, 29 U.S.C. §§ 158(a)(1) and (3). The dispute arose after an unsuccessful organizing campaign by the International Brotherhood of Electrical Workers (the '“Union”) at MDI’s plant in Grand *624Rapids, Minnesota.
