This pre-award bid protest is before the court after argument on the parties’ cross-motions for judgment on the administrative record. The United States Air Force (“the Air Force”) decided not to solicit a small business set-aside follow-on contract after the expiration of plaintiffs contract. Plaintiff challenges this decision as unreasonable *264and in violation of applicable procurement regulations.
