This pre-award bid protest is before the court on Defendant’s Motion for Relief from Stay (Def.’s Mot.), filed May 5, 2009, and Plaintiffs Motion to Enforce the Court’s Injunction (PL’s Mot.), filed May 22, 2009. The court also has before it the administrative record (AR), as supplemented on January 22, 2009, May 26, 2009 and May 27, 2009.
