Plaintiff-appellant Wyoming Sawmills Incorporated brings this appeal from the district court’s order dismissing plaintiffs claim of violation of the Constitution’s Establishment Clause and holding against plaintiff on the merits of its claims of violation of the National Forest Management Act. 1 Plaintiff commenced this action in the district court after the United States Forest Service had rejected plaintiffs challenges to the Historic Preservation Plan issued by the Forest Service for the management of the Medicine Wheel National Historic Landmark and Vicinity.
