Plaintiffs, timber companies and trade and workers’ associations that support enhanced timber harvest in western Oregon, challenge the decision of defendant, Secretary of the Interior Ken Salazar, to withdraw the Records of Decision (“ROD”) approved on December 30, 2008, that had adopted the Western Oregon Plan Revisions for six Bureau of Land Management districts.
