WEBBER, Justice.
This was an appeal from a decision rendered by the Public Utilities Commission in four cases consolidated for the purpose of hearing and subsequent appellate review. In each case groups of petitioners, all customers of Eastern Maine Electric Cooperative, Inc. (Cooperative), requested that the Commission order Maine Public Service Company (Maine Public) to furnish them with electric service. Cooperative was permitted to intervene.
