The Massachusetts Turnpike Authority (turnpike authority) has provided by regulation that a tandem tractor trailer,2 using the Massachusetts Turnpike “may not exceed a total maximum gross weight of 127,400 pounds.” 730 Code Mass. Regs. 4.02 (1978).3 The defendants are charged with operating their tandem tractor trailers at gross weights in excess of 127,400 pounds.
