This matter is before the Court on a Motion for Preliminary Injunction [Doc. # 3] filed by Plaintiff Planned Parenthood of Central North Carolina (“Plaintiff’ or “PPCNC”), seeking to enjoin Defendant Lanier Cansler (“Cansler” or “Defendant”), in his official capacity as the Secretary of the North Carolina Department of Health and Human Services, from enforcing Section 10.19 of North Carolina Session Law 2011-145.
