The question to be considered is whether or not the city of Ashland may issue bonds to the amount of $50,000, for construction of a building to be used for its common schools, *162the chief grounds of objection being (1) that the election, authorizing the creation of the debt was not held solely for the purpose, but was held at the general election of county officers in November, 189á. And (2) that the issual of the bonds would create an indebtedness of the city in. excess of that authorized by the Constitution.
