The plaintiff, a taxpayer and resident of the city of Helena, brought this action to test the validity of proposed issues of bonds by the city to the amount of $600,000, for the purpose of procuring a water supply and installing a system of pipes for its distribution, and $70,000 for the purpose of extending one of its sewers.
