This matter is before the Court on Plaintiffs Renewed Motion to Certify the Class (doc. 7) and Defendants’ Response (doc. 15).

*403On April 5, 2000, Plaintiff Anthony Allen filed a civil single-count Complaint in federal court against Defendants Hamilton County Sheriff Simon Leis, Jr. and the Hamilton County Board of Commissioners (doc. 1).
