In this consolidated appeal, Petitioner & Defendant-Appellant Quincy Choy Foo, III (Defendant) appeals (1) in Criminal No. 99-1602 (Cr. No. 99-1602), from the January 6, 2003 post-judgment order denying a motion to withdraw his guilty plea entered by the circuit court of the first circuit (the court) and (2) in Special Proceeding Prisoner No. 00-0060 (S.P.P. No. 00-0060), from the September 12, 2002 order denying his petition for post conviction relief. 1
