GRIMM, Chief Judge.
The City of Pagedale refused to allow plaintiffs to operate an outdoor flea market. Plaintiffs sued, alleging constitutional violations under 42 U.S.C. §§ 1983 and 1985, and *131seeking injunctive relief and a declaratory judgment. The trial court granted summary judgment for City.1 Plaintiffs appeal; we affirm.
