Cecil S. Joseph pled guilty to a misdemeanor crime, oppression of prisoner, in connection with his employment as a corrections officer at St. Croix’s Golden Grove Correctional Facility (“Golden Grove”). As a result of his guilty plea, the Bureau of Corrections (“BOC”) terminated Joseph’s employment. Joseph was a member of The Seafarer’s International Union (“Union”) which negotiated with the BOC on Joseph’s behalf for his reinstatement in exchange for Joseph’s release of all claims against the BOC, including back pay and seniority benefits.
