Appellants in this action challenge the district court’s grant of summary judgment for the United States Postal Service (“USPS” or “Postal Service”). The district court found that appellants lacked standing to seek review of a final order of the USPS which suspended the Postal Service’s statutory monopoly to allow private entities to participate in a mail delivery market known as international remailing.
