OPINION
NETTESHEIM, Judge.
This dispute, which is before the court on cross-motions for summary judgment pursuant to the Wunderlich Act, 41 U.S.C. §§ 321-22 (1976), arises out of a contract awarded to plaintiff BCM Corporation (“BCM”) by the General Services Administration (“GSA”) for improvement in the electrical capacity of the old State Department Building in Washington, D.C.
