This is a contest of an election held in the city of San Antonio, on December 4, 1923, for the purpose of determining whether the qualified taxpayers desired the issuance of certain bonds, upon which money could be borrowed for the different objects mentioned in the proclamation submitting the different propositions. Appellant alleged that he was a duly qualified’ voter, under the Constitution and laws of Texas, and an actual taxpayer of the city of San Antonio, and entitled to vote on matters relating to the issuance of bonds and borrowing money by said city.
