Douglas L. Ishida (Ishida) appeals from the April 22, 1994 decision of the United States Court of Federal Claims, 31 Fed.Cl. 280 (1994), granting summary judgment in favor of the United States and sustaining the Department of Justice’s (DOJ) denial of Ishida’s application for compensation under the Civil Liberties Act of 1988 (Act), 50 U.S.C.App. §§ 1989, et seq. (1988 & Supp. V 1993).
