MARTIN, Justice.
For the reasons stated below, we reverse in part and affirm in part the decision of the Court of Appeals. Plaintiff filed this action on 20 February 1987 seeking injunctive relief and damages' for the defendants’ alleged retaliation against plaintiff for his exercise of certain free speech rights. Plaintiff’s claims were brought under the North Carolina Constitution Article I, Sections 14, 19, and 35 and 42 U.S.C. § 1983.
