This matter concerns defendant Georgia-Pacific Corporation’s alleged violations of a United States Environmental Protection Agency (“EPA”) water pollution discharge permit. Plaintiffs Student Public Interest Research Group of New Jersey, Inc. (“SPIRG”) and Friends of the Earth (“FOE”) bring this action under the Federal Water Pollution Control Act, 33 U.S.C. § 1251 et seq. (“Clean Water Act” or “Act”).
