Dr. Thayne Griener-a physician who worked part-time at a hospital operated by the U.S. Department of Veterans Affairs ("VA")-brought this action under the Federal Tort Claims Act ("FTCA"), 28 U.S.C. §§ 1346 (b), 2671 - 80, claiming that his discharge by a VA hospital and its employees intentionally inflicted emotional distress upon him and tortiously interfered with his business relationships.
